Legal experts on the impeachment process

IMPEACHMENT OF public officials is both a legal and political process. The media coverage tracks the proceedings in court from week to week.  Reports in the second and third week of the trial highlighted the impact of the revelations on the political fortunes of Vice President Sara Duterte. 

These focused on Article IV of the Articles of Impeachment, which covers grave threats, and Article I, which concerns the alleged misuse of confidential funds of her office and during her stint as the Department of Education Secretary in 2023. 

Discussions involved the need to present Duterte’s bank records, tax returns, and Statement of Assets, Liabilities, and Net Worth (SALN) to prepare for Article II, which centers on Duterte’s unexplained wealth and SALN discrepancies.

Livestreams of the trial were carried across the YouTube and Facebook pages of news organizations, as legal commentary examined the implications of impeachment rules in real time. Newscasts included political analysts who described the political nature of the impeachment, assessing the degree of involvement of key participants, comparing the current case to those in the past, including speculation about the possible outcomes as the impeachment progresses.

Media presented notable legal experts and impeachment veterans who discussed legal points and political consequences during the second and third week of the trial. The graph presents key points made by resource persons interviewed on television.

The invitaiton of legal experts as resource persons who interpret judicial processes must be a continued practice in news media, making sense of complex legal technicalities and information to the public. Media must also ensure that the general public remains engaged in the impeachment trial with the understanding that it as a process of government accountability and the exercise democracy. Discussions raised by legal analysts provide supplementary awareness and discourse, as news go beyond presenting the events of the impeachment as they happen.
