Aquino campaigned for the presidency in the 2010 national elections promising support for an FOI law. Since then, he has been mostly unsupportive, although he sometimes says he is for it, while declaring on other occasions that no law is needed because of the allegedly transparent practices of his government.
Earlier this year Aquino gave FOI legislation a go and even presented the Malacañang version of the FOI bill. But the bill is still pending in Congress.
