The Feb. 12 report found that illegal drug laboratories in the past three years have proliferated and that drug traffickers have moved them to isolated rural villages outside Manila to avoid detection. The report was based on data from the Philippine Drug Enforcement Agency (PDEA) on the “shabu” (crystal metamphetamine hydrochloroide) laboratories dismantled from 2006 to 2008.
This shows that the Philippines is no longer a mere importer of illegal drugs but also “a vital link in the production, distribution and consumption of illegal drugs in the region,” the report said.
