He was also a tour guide, tour operator and printing press manager of the Norlu Cooperative.

Panganiban was a member of the Baguio Correspondents and Broadcasters Club.

He was the governor of Benguet from 1992 to 1995. (Benguet grieves for ex-guv, Sun Star Baguio)

In a Facebook post of Baguio Midland Courier’s Harley Palangchao, the Baguio Correspondents and Broadcasters Club said: “Mang Jimmy kept on reminding the younger media to be passionate in their craft and pursue the truth at all times. Mang Jimmy, of course, joined the dark forces, as we call politics, like many of his colleagues including Andy Bugnosen and Gerry Evangelista; but we know in the end, his heart still beats like that of a reporter.”

“He beat his deadline, waiting for the Lucky Summer Visitors Program to end before expiring, and punched a new one with the other BCBC members already churning their typewriters in the sky. We will miss you and we raise our pens and glasses to toast you.”
