Limitations of Project There was limited time to get the project underway. CMFR decided to assign monitoring to province-based journalists who have worked with CMFR before, even if a number of them had not done media monitoring themselves. Monitoring teams referred to varying sources for the counts (some referring only to those reported in the media, and others incorporating available police counts). CMFR did not attempt submitting the numbers to analysis and provide the numbers only as a “snapshot” or as an indicative measure of media’s coverage and the level of violence during the 2016 election. As of this writing, the PNP had not yet released its national report to the media. Team leaders from almost all areas except ARMM were told by PNP regional offices that they had not yet finalized their counts. It was the same response from PNP in the NCR. But in addition to case studies and background notes, the regional reports provide richly with the context of electoral experience in the provinces. The cases gathered indicate some policy recommendations to address violence heightened by electoral activities. Categories (PNP)
