PCIJ, Ombudsman to Hold Philippine Data Summit

The Office of the Ombudsman and Philippine Center for Investigative Journalism (PCIJ) will hold the “Philippine Data Summit: Open Data We Want, Open Data We Need, Open Up Government” on December 9, 2015 at the Crowne Plaza Manila Galleria Hotel in Quezon City.

The summit aims to:

“(1) harness the supply-demand chain of data on public policy and governance from the perspective of data producers and data users;

“(2) enhance the skills, capacity, and practice o all stakeholders in appreciating, accessing, sorting, analyzing, and popularizing data with governance metrics to inform public policy discourse, advocacy, and state-citizen engagement;

“(3) promote the cross-training, data-sharing, and institutionalization of data teams of content producers and tech teams in public agencies and civil society; and “

“(4) foster media and citizen awareness, use, analysis, and demand for data, in both quantity and quality, as these are relevant to public policy discourse, graft investigation and prosecution, delivery of basic services, and citizen engagement and participation for transparency, accountability, and good governance.”

The event will gather different state agencies, private sector groups, civil society organizations and other stakeholders to build a meaningful open data infrastructure as a pillar of good governance, transparency and accountability in the Philippines.

Commissioner Heidi Mendoza of the Commission on Audit and the Undersecretary-General for Oversight Services of the United Nations will be the keynote speaker. Commissioner Mendoza is the proponent of this multi-stakeholder national data summit.

The resource persons who will discuss thematic issues include: Budget Secretary Richard Bon Moya of the Open Data Task Force of the Philippines (Public Sector Framework: Data that Government Gives and Delivers); lead convener of the Right to Know, Right Now! Coalition Atty. Nepomuceno Malaluan (Citizens/CSO Framework: Data People Want for Good Governance and Delivery of Basic Services: Promoting an FOI (Freedom of Information) Community of Practice); Deputy Ombudsman for Luzon Gerald Mosquera (Oversight Agencies’ Framework: Data Good and Bad in the Investigation and Prosecution of Graft and Corruption Case); Mr. Mario Demarillas of the Association of Certified Fraud Examiners-Philippines and PCIJ Executive Director Malou Mangahas (Media and Data Users’ Framework: Harnessing the Supply-Demand Chain of Data for Good Governance: Lessons and Best Practices).

The program will also include a workshop on “Mapping ‘Data People Want and Need’ Program for a multi-year National Anti-Corruption Road Map for the Philippines.”
